745.23 TRANSFER OF TAXICABS.

No taxicab shall be transferred from one owner to another by the City Auditor except after a finding of public convenience and necessity by the City Manager. Such findings shall be arrived at in the same manner as in case of an original application. The applicant for the transfer of a license shall file with his application the consent, in writing, of the former owner of such license, and shall comply with all the terms and conditions of this chapter.

The City Manager may, upon the sale of any licensed taxicab, authorize the City Auditor to transfer the license for such taxicab to the purchaser thereof, upon such purchaser complying with the terms of Sections 745.18 through 745.29.
