In the event a licensed taxicab shall cease to belong to the applicant or shall become unsuitable for operation, the applicant may file an affidavit to such effect with the City Manager, who may thereupon authorize the City Auditor to transfer the applicant's license to another taxicab which shall be approved by the City Manager.
