If the City Manager shall, after investigation, be satisfied that the applicant is the owner of the taxicab for which a license is applied for and that such taxicab is a safe and fit conveyance for public carriage, and that public necessity and convenience justify the operation of the taxicab for which the license is applied, he shall direct the City Auditor to issue a license to the applicant upon payment of the proper license fee. The City Manager shall keep a proper record of the vehicle authorized to be licensed, including identification.
