(a) Every taxicab shall be licensed.
(b) Taxicabs shall be authorized to pick up and deliver passengers any place within the City. The license fee for taxicabs shall be one hundred dollars ($100.00) per year for each taxicab, payable to the City Auditor.
(c) Licenses shall be dated January 1 of each year and expire on December 31 of the year in which they are issued. However, if a license is issued after July 1 of any license year, one-half of the yearly license fee for such public vehicle shall be paid therefor, provided that such public vehicle has not been in operation prior to July 1 of the license year without the owner of the public vehicle having paid the required license fee thereon.
(d) The license fee as indicated by this section shall be an addition to the fee required under the laws of the State on all motor vehicles.
