No driver of any taxicab shall permit any person to occupy or use such vehicle for the purpose of prostitution, lewdness or assignation with knowledge or reasonable cause to know that such vehicle is, or is to be, used for such purposes, or direct, take or transport or offer or agree to direct, take or transport any person to any building or place, or to any other person, with knowledge or reasonable cause to know that the purpose of such directing, taking or transporting is prostitution, lewdness or assignation.
