Nothing contained in this chapter shall be so construed as to authorize or permit any person to operate or maintain a junk yard in any restricted zone or area, or in any manner constituting a common nuisance, nor to otherwise keep or maintain any such junk yard in violation of any of the laws of the State or ordinances of the City. The City Manager may revoke the license of any licensee who violates any of the provisions of this chapter or fails or neglects to properly obscure the view of such junk yard by natural objects or a properly maintained fence as herein set forth and described.
