The City Manager shall have the sole authority to issue licenses for the establishment, maintenance and operation of junk yards within the limits herein defined and shall charge a fee of two hundred and fifty dollars ($250.00) payable annually in advance. All licenses issued under this section shall expire on December 31 each year. Licenses issued in the last six months of the year shall be pro-rated.
