No junk yard shall be operated or maintained within the City without a license and no license shall be granted to any person who fails or refuses to comply with all the provisions of this chapter.
Any junk yard operated or maintained under the provisions of this chapter shall have the view obscured from the streets, avenues and sidewalks by natural objects or a fence.
The owners of junk yards located at places wherein unusual terrain or man-made objects make it impossible to enclose such location shall, upon application to the Mayor, receive waivers of those portions of this chapter with which it is impossible for them to comply.
