It shall be unlawful to paint or otherwise mark, or in any manner place upon, or affix to any utility pole, electric light pole or on any building or other property belonging to the City on any of the streets, alleys or other public places within the City, any word, character or device or any handbill or notice referring to or advertising any profession, business or occupation, exhibition, amusement, performance or place of amusement or anything, or the sale or manufacture of any property or article, or cause the same to be done.
