709.10 EXEMPTIONS.

The provisions of this chapter shall not be deemed to apply to the distribution of mail by the United States, nor to newspapers as defined in this chapter. Neither will the provisions apply to the distribution of election and campaign literature distributed by or in behalf of a bona fide candidate or issue.
