Peddlers selling goods carried by hand shall pay a license fee of one hundred dollars ($100.00) per year and an additional twenty dollars ($20.00) for each employee of any person granted a license hereunder.
Such license may be granted by the City Manager when, after investigation by the City Manager, it is found that such applicant is to engage in a legitimate business and that the reputation of the applicant warrants the issuing of such a license and that the issuance of the license is not a detriment to the City.
The granting of any license as provided in this section shall not be construed as giving any privilege to the licensee of using any space for the display of merchandise upon any street, sidewalk or other public place.
This section shall not apply to any civic organization, non-profit organization or any youth fund raising activities for schools or youth sports.
