(a) Every person carrying on the business of operating a junk shop, and who for that purpose carries on such business from and in a storeroom or other building within the City, shall pay an annual license fee of one hundred dollars ($100.00) for each location.
(b) Every person carrying on the business of dealing in second-hand articles or antique articles, and who for that purpose carries on such business from and in a storeroom or other building within the City, shall pay an annual license fee of twenty dollars ($20.00) for each location. Carrying on or operating a junk shop or a business or dealing in second-hand or antique articles within the meaning of this section is hereby defined to be any such business operated as defined in this section in which the gross volume of such business equals or exceeds fifty percent (50%) of the total operations of any such business from any such location.
(c) Every person engaged in the business of buying gold or other precious metals, and who for that purpose carries on such business exclusively from and in a storeroom or other building within the City, shall pay an annual license fee of twenty dollars ($20.00).
(d) Every person engaged in the business of buying second-hand articles, gold or other precious metal, by canvassing or soliciting from door to door or house to house, shall pay an annual license fee of fifty dollars ($50.00) for each solicitor or person so engaged.
(e) Each person so licensed shall be required to keep the records and make the reports required in Section 705.24.
(f) State licensed pawnshops or pawnbrokers are exempt from the requirements under Section 705.21.
