(A) The City of Port Isabel shall administer, implement, and enforce the provisions of this chapter. Any powers granted or duties imposed upon the authorized enforcement agency may be delegated in writing by the director of the authorized enforcement agency to persons or entities acting in the beneficial interest of or in the employ of the agency.
(B) Solely the authorized individual under this section designated to enforce this chapter shall have the authority to enforce this chapter in its entirety and shall be designated as a TPDES stormwater manager and/or inspector. The City of Port Isabel and its representatives shall issue these individuals identification credentials, and provide annual training to assure compliance with the laws of the state and federal regulators.
(C) All municipal departments shall comply with the requirements of this chapter and are required to incorporate the authority of the authorized individual into its respective daily operations.
