(A) Regular meetings of the Police Reserve Unit shall be held in the City Hall building on the first Thursday of each month at 7:00 p.m. and presided over by the Commanding Officer of the Reserve Unit or his or her designated assistant under supervision of the Chief of Police. To such an extent as possible, parliamentary rules shall be observed and proper order maintained. During these monthly meetings instruction will be held on police efficiency. It is recognized that the Police Reserve Unit is a voluntary organization and for that reason, strict military discipline is not to be desired.
(B) Proper functioning and effective service to the city requires that certain rules and regulations be made and observed.
(1) A member must attend 50% of the meetings during each quarter, and perform patrol or other police activities a minimum of 50% each quarter. Legitimate reasons for absence will be accepted, but must not become habitual.
(2) All members shall complete the basic course for reserve law enforcement as required by the State Commission on Law Enforcement Standards.
(3) Each member of the Police Reserve Unit shall devote a minimum of eight hours per week to regular police activity. This requirement is in addition to the regular meeting schedule.
(4) Punctual attendance, prompt obedience to orders and conformity to rules of the Department will be rigidly enforced. Members unable to report punctually for duty for any cause must notify their superior officer and receive permission to be absent prior to the time set for the commencement of their tour of duty, or when a regular meeting is being held.
