§ 104.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   EVENT. Any function, rally, race, contest, assembly, or gathering that occurs at a defined point in time.
   PUBLIC RIGHTS-OF-WAY. Any street, sidewalk, alley, or easement, including a state highway, within the corporate limits of the City of Port Isabel.
   USE. Any use by participants in an event that is distinguishable from the ordinary and customary use of the public rights-of-way by the general public, or which requires the closure of all or part of a public rights-of-way, or which delays or hinders the ordinary and customary use of the public rights-of- way by the general public.
