Any police officer so appointed and not paid on a salary basis shall be entitled to receive as compensation for his or her service a fee of $3 for appearance and testimony in court relative to an arrest made by the officer. The fee shall be taxed as costs against any defendant convicted of a misdemeanor, as provided in ordinance styled.
