§ 99.22 USE OF SOUND AMPLIFICATION DEVICES ON PUBLIC PROPERTY WITHIN THE VICINITY OF WASHINGTON PARK AND ARTURO GALVAN COASTAL PARK.
   (A)   Definitions. The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
      PUBLIC PROPERTY. Means and includes and shall be construed to mean and include all streets, sidewalks, rights-of-way, parks, utility stations or other property owned by or reserved for the city or another public entity.
      SOUND AMPLIFICATION DEVICES. Means and shall be construed to mean any bullhorn, megaphone, loudspeaker, organ, horn, drum, trumpet or other device, powered or un-powered, capable of projecting or amplifying any sound audible to the human ear.
      VICINITY OF ARTURO GALVAN COASTAL PARK. Means and shall be construed to mean the upland sections of the park, as well as all submerged and tidally-influenced lands within 100 feet of the upland portion of the park. Additionally, the vicinity of Arturo Galvan Coastal Park means and shall be construed to mean 2nd Street, continuing north from the intersection of North Shore Drive, for a distance of 150 feet.
      VICINITY OF WASHINGTON PARK. Means and shall be construed to mean the area bounded to the north by West Adams Street, to the east by South Longoria Street, to the south by East Monroe Street and to the west by South Cisneros Street.
   (B)   Exemptions. This section is not and shall not be held to be applicable to:
      (1)   Any loudspeaker that is less than one inch in diameter, provided that it is not connected by wired or wireless connection to more than four loudspeakers, the total diameter of which, as calculated by adding the diameter of all connected loudspeakers, cannot exceed two inches.
      (2)   Any event held or sponsored by the city.
   (C)   Enforcement. The duly constituted authorities of the city, including the police department, Fire Marshal, code enforcement officer, City Secretary and others having the duty of enforcing the ordinances of the city, shall enforce the provisions of this section and allow no person to use a sound amplification device on public property in the vicinity of Washington Park or Arturo Galvan Coastal Park in violation of this section.
