The City Planning and Zoning Commission may recommend to the City Commission the appointment of employees as it may deem necessary for its work. They may also recommend to the City Commission contracts with city planners, engineers, architects and other consultants for services as it may require. No expenditures by the City Planning and Zoning Commission shall be made until same shall have been submitted to and approved by the City Commission, which may provide the funds, equipment and accomodations necessary for the Commission's work.
