No persons presently serving on the boards, commissions or committees shall be specifically removed but normal attrition (for failure to attend meetings or resignation) shall eventually reduce boards, commissions and committees now larger in number than five to that figure. The City Manager shall then identify board, commission and committee appointments by lot identifying them to the various Commission positions and the Mayor. As vacancies occur in those positions so identified, the responsible Commissioner or Mayor shall fill them by recommendation, with the approval of the City Commission.
