The zoning regulations and districts as herein established are made in accordance with the Comprehensive Plan for the purpose of promoting the health, safety and general welfare of the citizens of the city. They are designed to lessen the congestion in the streets; to secure safety from fire, panic and other dangers; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewage, schools, parks and other public improvements. They are made with the reasonable consideration for the character of the districts, their suitability for particular uses, and with a view of conserving the value of buildings and encouraging the most appropriate use of the land throughout the city.
