§ 31.15 CITY SECRETARY; DUTIES.
   (A)   It shall be the duty of the Secretary of the city to maintain minutes of any regular or special Commission meeting by recording, as a minimum:
      (1)   State the subject of each deliberation; and
      (2)   Indicate each vote, order, decision or other action.
   (B)   The Secretary of the city shall also cause to be recorded in its entirety, by mechanical device, the minutes of any regular or special Commission meeting.
   (C)   For the purposes of any request under the Open Records Act, being Texas Gov't Code Chapter 552, the minutes recorded by the Secretary will be furnished unless the requester specifies that the mechanically recorded version is required. Prior to the release of any recorded version of the minutes, the requester shall pay the cost of copies and or tapes.
