§ 157.020 CONSTRUCTION.
   (A) Conformity with Building Code. All permanent signs shall be structurally designed and constructed in conformance with the Building Code of the city.
   (B)   Lighting.
      (1)   All permanent signs may be lighted.
      (2)   Lighting shall be installed to avoid any glare or reflection into any adjacent property.
      (3)   Exposed neon or similar tube type lighting is prohibited.
      (4)   Exposed light bulbs, except as required for indirect lighting are prohibited.
      (5)   Flashing, blinking or rotating lights are prohibited.
   (C)   Movement. No sign shall be permitted which moves by any means.
   (D)   Location.
      (1)   No sign shall obstruct egress from any door, window or fire escape of any building.
      (2)   No sign shall be displayed that represents an official traffic control device, or presents any traffic hazard, or obstructs the vision of motorists.
      (3)   No signs other than signs placed by agencies of government shall be erected on any public property or city and/or state right-of-way. Any sign placed in the city or state right-of-way within the city shall be removed on sight by city maintenance department personnel and shall be stored at the Public Works Department. Owners of the sign may reclaim their sign by paying a $25 fee plus $1 per day for storage charge. Signs unclaimed and stored more than 30 days shall be removed from storage and will be discarded.
      (4)   No sign shall be placed on any private property without the consent of the owner thereof.
      (5)   No sign shall be placed or painted on any tree or rock.
      (6)   No signs shall be placed on any utility pole except for utility identification or similar purpose, or any city traffic control sign post.
      (7)   A parked vehicle displaying advertising shall be considered a sign unless in operable condition and carrying a current, valid license tag.
   (E)   Maintenance. Each sign shall be maintained in good order and repair at all times.
   (F)   Portable signs. Portable signs are prohibited in any location
