§ 157.017 BUSINESS AND INDUSTRIAL SIGNS.
   (A)   B-1, B-2 and L-1, H-1 Zoning District.
   (B)   The total sign face area permitted for businesses shall be limited to 100 square feet. Total sign face area allowed may be displayed on a free standing sign, wall sign and roof sign. The 100 square foot allowance may be used on only one of the three types of signs permitted in lieu of a combination. Overall height of free standing sign shall not exceed 25 feet.
   (C)   Business centers and shopping centers shall be limited to one free standing sign not to exceed 100 square feet of sign face area. Individual businesses within the centers shall be limited to 35 square feet of wall or roof sign.
   (D)   Businesses and business centers shall be allowed one square foot of sign increase for each 100 square feet of building increased over 10,000 square feet, but not to exceed 250 square feet of sign face area with a maximum overall height of 30 feet.
   (E)   Change panel information is permitted.
   (F)   Advertising is permitted.
   (G)   Banners will be allowed, one per business location, to promote a special event, a product or a special sale relating to that business location. Banners may not be used in lieu of a permanent business sign. Banners must be made of a durable material and must be well maintained by the business owner.
   (H)   Menu boards will be permitted, one per business location, advertising the product or service of that business location. Menu boards may be displayed only during those hours during which the business is open. Menu boards may not be placed in the public right-of-way, except when approved by the City Building Department. All menu boards shall be uniform in construction, material, surface and texture.
   (I)   The color, print font and design of all banners and menu boards must be complimentary of and consistent with the neighboring buildings and other structures in the zoning district. Banners and menu boards must be immediately adjacent to the business location and may not pose an obstruction to pedestrians nor pose a hazard to public safety.
   (J)   The placement, design and construction of all banners and menu boards must receive approval, prior to placement, by the City Building Department. The placement, design and construction of all banners and menu boards to be located within the Downtown Historic District or any other historic district must receive approval, prior to placement, first by the Historic Preservation Board and, after its approval, by the City Building Department.
   (K)   Upon approval the City Building Department shall issue a permit for the banner or menu board upon payment of $25. The permit shall state any special conditions concerning the location of the sign and shall state that the right to use the signage shall expire January 31, 2004. The City Building Department shall have continuing authority and discretion to monitor use and placement of the signs for purposes of maintenance and public safety.
