Prior to the filing of a preliminary plat, the subdivider shall consult with the City Manager or his or her duly authorized representative concerning the ultimate land use of the proposed development, the suitability of the location of the proposed subdivision, the most advantageous subdivision plan, the arrangement of streets, alleys and lots, and the layout of utility lines and availability of service from trunk mains. Conditional approval as to the general land use of the proposed subdivision must be obtained from the City Manager prior to the preparation of the preliminary plat.
