(A) Local traffic from the residential areas should be directed to Longoria Street, Cisneros Street, Houston Street, Railroad Avenue, North Shore Drive and Island Avenue which are designated as collector streets. All other streets are considered as minor streets and should, if possible, feed into the collector streets.
(B) South Shore Drive, Yturria Street and Port Road will be primarily for truck route access to the industrial areas. A future bridge adjoining South Shore Drive to Port Road across the Channel should be considered, thereby eliminating the majority of truck traffic through the city,
