The plan proposes to:
(A) Reroute State Highway 100 along the channel; providing direct access to Padre Island, area for backing up of traffic at the toll bridge, and a truck route adjacent to industrial land use. The highway should be a 100-foot right-of-way, double divided street with limited and controlled access and adequate street lighting and landscaping; and
(B) Retain the existing major streets and lighting for tourist traffic and to provide an easy and direct access from the thoroughfare to this tourist route. In addition, a highwater bridge should be constructed across the entry to the Fingers to allow for a continuous loop street of North Shore Drive.
