The street and thoroughfare planning solutions were derived to accomplish the following:
(A) Separate traffic; i.e., through traffic, tourist traffic, local in-town traffic and industrial truck traffic;
(B) Eliminate congestion by providing an unrestricted route for through traffic to and from Padre Island;
(C) Divert tourist traffic through the city without involvement with fast through traffic;
(D) Provide local collector streets to service in-town travel without interference with major traffic; and
(E) Provide separate and distinct pedestrian and children’s walkways.
