(A) Within the city limits. Along North Shore Drive; adjacent to the high school; and Blocks 76 and 77, primarily locations of total standard residential units with adjacent vacant areas so designated to cause a self contained unit.
(B) Outside city limits. Adjacent to the high school, in the immediate vicinity, both north and south, of State Highway 100, and south of the railroad tracks along the Bay front, and as shown on the north Fingers of the small boat harbor.
