The intent of the plan is:
(A) To provide an interim guide until a time as the city is able to overcome its deficiencies;
(B) To be general in nature, allowing flexibility to meet and solve the smallest problem without destroying the overall aims;
(C) To be changed, modified and continuously studied and improved as the city grows and demands are made upon it; and
(D) To show local objectives in regard to development and controls, a prerequisite for urban renewal aids and any sound private investment.
