The condition of the planning decisions is based on:
(A) The small size of the city and lack of complete legal powers in regard to annexation;
(B) The insufficient bonding ability, the overburdening taxing under present laws brought about because of underdevelopment;
(C) The inadequate code enforcement staff at the present time;
(D) The awareness that the smallest improvement might result in a major change in the plan;
(E) The political climate, population and economic characteristics; and
(F) The genuine desire of all the citizens of the city to improve local conditions.
