Before any permit shall be issued to any person for the moving of any structure across or along any street, alley or public way in the city, the person desiring the permit shall execute, and deposit with the Building Department, a bond with good and solvent sureties for a sum of not less than $10,000, which shall be furnished to the Building Department at least 24 hours before the time it is proposed to move the house or building.
