If the owner or lessee of any building shall fail, refuse or neglect to place the number, or replace it when necessary, the City Manager may cause a notice to be personally served on the owner or lessee or mailed by certified mail, return receipt requested, to the last known address of the owner or lessee, ordering the owner or lessee to place or replace the number. The owner or lessee shall comply with the notice within ten days from the date of service by placing or replacing the number on his or her building or house.
