§ 154.03 NUMBERING.
   Buildings or houses fronting streets from the east and fronting streets from the south shall bear odd numbers in their last figure. Buildings or houses fronting streets from the west and from the north shall bear even numbers in their last figures. Buildings or houses fronting streets running north and south shall be numbered from the base line, the numbers shall be 0 at the base line and not to exceed the number 99 at the end of the first block either north or south of the base line, 101 at the beginning and not to exceed the number 199 at the end of the second block, either north or south of the base line. The system shall be followed in numbering all of the streets running north and south in the city. Buildings and houses fronting streets running east and west shall be numbered from the base line, the numbers shall be 0 at the base line and not to exceed the number 99 at the end of the first block, either east or west of the end of the second block, either east or west of the base line. The system shall be followed in numbering all of the streets running east and west in this city. Where streets intersect but do not cross, the numbers shall run in each case to a street intersecting on both sides of the street being numbered. Any block located upon streets which do not intersect the base lines shall bear the 100 number of the corresponding block nearest the same location, which does intersect the base line. In each block each 25 feet of frontage shall be deemed the unit for determining the last figure of the number to be used. From the corner of each block nearest its respective base line each 25 feet of frontage shall be given a number, except where lots vary from 25 feet in width, the lots shall be numbered to conform to the size of the lot. Fractions may be used if necessary to designate a building located on a fractional part of a 25-foot frontage.
