§ 131.01 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CITY. The City of Port Isabel, Texas.
   KNOWINGLY. Knowledge that a parent should reasonably be expected to have concerning the whereabouts of a minor in that parent's custody.
   MINOR. Any person under the age of 17 years of age unaccompanied by his or her parent.
   PARENT. Any person having legal custody of a minor, including:
      (1)   A natural or adoptive parent;
      (2)   A legal guardian;
      (3)   A person who stands in loco parentis; or
      (4)   A person to whom legal custody has been given by order of a court of competent jurisdiction.
   PUBLIC PLACE. Parks, school grounds, cemeteries, public facilities and their grounds, and includes privately owned property which is generally accessible to the public such as, but not limited to, parking lots and driveways.
   REMAIN. To stay behind, to tarry or to stay unnecessarily upon streets or public places including, but not limited to, the congregating of groups (or of interacting minors) of which any minor involved would not be using the streets or public places for ordinary purposes, such as passage or going home.
   STREET. A way or place, of whatever nature, opened for the use of the public for the purposes of vehicular travel, or in the case of a sidewalk thereof, for pedestrian travel. The term STREET includes the entire right-of-way. The term STREET includes alleys, canals, channels, highways, roads, waterways and all other public rights-of-way however denominated.
   VEHICLE. Every mechanical device, in, upon, or by which any person or property may be transported or drawn upon a street including but not limited to bicycles, boats, cars, mopeds, motorcycles, motor scooters, pickup trucks, semi-trailers, sport utility vehicles, tractors, truck tractors and vans.
