§ 130.03 ARREST WITHOUT WARRANT.
   From and after the passage and approval of this section, the Chief of Police and his or her deputies shall have authority to arrest without warrant any persons found in suspicious places and under circumstances which reasonably show that the persons have been guilty of some felony or breach of the peace or threaten or are about to commit, some offense against the laws.
