In order to pay for the licensing and regulation of taxicab operations, there shall be levied license fees as follows:
(A) Each taxicab, limousine and shuttle bus owner shall pay a license fee of $150 per year. The fee shall be paid to the City Secretary before a license or renewal is issued. The fee shall be due before January 1 of the year for which a renewal is issued. License fees for new owners may be pro-rated through December 31. There shall be no refunds of owner license fees paid under this section for each vehicle licensed to operate as a taxicab, limousine or shuttle bus.
(B) A taxicab owner shall pay a vehicle license fee of $150 for each vehicle licensed to operate as a taxicab, limousine or shuttle bus. The fee shall be paid to the City Secretary before a vehicle license or renewal is issued. The fee shall be due in advance on an annual basis before January 1 of the year for which it is issued. License fees for new vehicles may be pro-rated through December 31. There shall be no refunds of vehicle license fees paid under this section.
