§ 116.16 PASSENGERS' RIGHTS.
   (A)   While operating a taxicab, limousine or shuttle bus, all drivers must keep themselves clean in person and dress and must maintain their taxicab in a clean and neat condition at all times.
   (B)   Any taxicab driver employed to carry a passenger to the passenger's destination shall take the shortest and most direct route that will result in the lowest fare possible to the passenger while giving consideration to the safety of the passenger.
   (C)   When a taxicab is engaged, the passenger shall have the exclusive right to the full and free use of the passenger compartment, and the owner or driver of any taxicab shall not solicit or carry additional passengers therein, except with the consent and approval of the original passenger.
   (D)   No passenger shall cause or permit to be carried, in any taxicab, at any time more than seven passengers and the driver of the vehicle, with all passengers fully seated and using the usual and full space provided. Each passenger carried in a taxicab in excess of the maximum permitted number of passengers shall constitute a separate offense and shall be subject to the penalty provisions of this chapter.
