All taxicab, limousine and shuttle bus owners licensed under the provisions of this chapter shall maintain at their taxi, limousine or shuttle bus stand a private telephone in good working order. The telephone must be listed in the telephone directory. A pay telephone is not considered a private telephone for purposes of this section.
