It shall be unlawful for any person or entity to conduct any type of solicitation or commercial activity within the public rights-of-way of the city and or place leaflets, handouts, bills or other devices upon cars without the owner's permission or in a manner that the same will blow from the car and constitute litter within the town. Charitable solicitations may be exempted by the City Commissioners from this section upon application thereof and proof that the same will not be disruptive or be conducted in a manner as to offend people or property.
