§ 114.02 PUBLIC RIGHTS-OF-WAY.
   It shall be unlawful for any person to conduct any type of solicitation or commercial activity within the public rights-of-way of the city, unless otherwise explicitly provided for and regulated by city ordinance. It shall be unlawful to place leaflets, handouts, bills or other devices upon cars located in the public right-of-ways without the owner's permission. Charitable solicitation in the public rights-of-way may be exempted from this section by the City Commission upon application therefor on a case-by-case basis. All charitable solicitation requests must not be disruptive to pedestrian or vehicular traffic and must be conducted in a manner which is neither offensive to persons nor interferes with the business of owners or occupants of property near the right-of-way.
