§ 111.17 EXCEPTIONS.
   This chapter shall not apply to street fairs, parades or bazaars, composed in whole or in part of local residents for charitable and benevolent purposes and without profit. None of the requirements, provisions or fees of this chapter may be waived by the City Commission or the City Manager.
