§ 111.05 ACTION ON APPLICATION.
   After the application is submitted to the City Secretary, the City Secretary shall refer the same to the City Manager and Police Chief for action and, if the City Manager and Police Chief are convinced from the evidence submitted and any other research they may conduct that the applicant for the carnival has met the requirements of this chapter, the City Manager and Police Chief may approve the application.
