Prior to being granted a permit, the applicant shall agree and sign a written agreement with the city provided with the application indemnifying and holding harmless the city from any claims of injury to persons or damage to property and further shall acknowledge that the applicant has completely read and understands this chapter and all existing carnival regulations and agrees to be bound by their terms.
