In the event of a collision between vessels or in the event any damage is done to the docks, wharves or other property of the city, by any boat, vessel or other watercraft, the collision or damage must be reported to the Chief of Police of the city within 24 hours of the occurrence by the owner or operator of the vessel or vessels involved; the report shall be in writing and shall set forth the time, place, causes nature and consequence of the collision or occurrence.
