SECTION 12.17 LITIGATION PENDING AT ENACTMENT OF CHARTER.
   All suits and pending actions to which the City heretofore was or now is a party, plaintiff or defendant, or intervener, shall in no wise be affected or terminated by the provisions of this Charter or by the legal adoption of the same, bul shall continue unabated.
