All ordinances, resolutions, rules, and regulations now in force under the City Government of Port Isabel and not in conflict with the provisions of this Charter, shall remain in force under this Charter until altered, amended or repealed by the Commission after this Charter takes effect; and all rights of the City of Port Isabel under existing franchises and contracts are preserved in full force and effect to the City of Port Isabel.
