Said City shall have the power to prohibit and restrain the flying of kites, firing of firearms, firecrackers, ringing of bells and blowing of whistles, and the use of bicycles, and skates, or the use and practice of any amusement on the streets or sidewalks to the annoyance of pedestrians or persons using such streets or sidewalks, or waterways.
