SECTION 10.01 WATERWAYS, STREET, SIDEWALK AND ALLEY IMPROVING, AND ASSESSING.
   The City Commission shall have dominion, control, and jurisdiction in, upon and over and under its public streets, waterways, squares, avenues, alleys and highways and to provide for the improvement thereof, by paving, razing, grading, widening, narrowing or straightening, and by construction of sidewalks, curbs, culverts, or otherwise. By ordinance, the City shall have the right to place a lien against the property of the adjoining land owner for any such improvements, the cost of which shall be assessed against said land owner, as well as the reasonable cost of collection, including attorney's fees and court costs, if incurred. The lien of the assessments herein described shall relate back and take effect as to all subsequent purchasers and creditors from the date of the ordinance or resolution ordering the improvement.
