§ 95.14 ABANDONMENT OF SUBSTRUCTURES.
   Whenever the use of a substructure is abandoned, except the abandonment of service lines designed to serve single properties, the person owning, using or controlling, or having an interest therein shall, within 30 days after the abandonment file with the Building Inspector a statement in writing giving in detail the location of the substructure so abandoned. If the abandoned substructure is in an area that will affect any installation of the city or other public body, the owner shall remove the abandoned substructure or pay the cost of its removal during the course of excavation for construction of the facility owned by the city or any other public body.
