All accounts and fiscal records of the City of Port Isabel shall be audited on a perpetual basis by a continuous, independent audit, the independent auditor for such purposes, who shall be a Certified Public Accountant, to be designated and employed by the Commission from time to time. The Commission may require a full audit report of the fiscal affairs of the City of Port Isabel as often as it sees fit, provided that it shall have one such full audit report at least once each year; and such audit shall be available in full to the public.
